Law Lecture on Cyberbullying

On the morning of July 10th, all the high school teachers of SHSID listened to a law lecture on cyberbullying in the annex auditorium of Xianmian Building. This lecture was given by a leading expert in the field: director of Shanghai Academy of Social Sciences Institute of Law and chairman of the Shanghai Youth Crime Prevention Research Association Dr. Yao Jianlong. Dr. Yao introduced the latest policies on cyberbullying to teachers with a rigorous professional attitude and humorous language.

First, Dr. Yao introduced in detail the definition and main features of "bullying", and then focused on the phenomenon of cyberbullying. Offline bullying often spreads through the Internet, increasing the harm to the bullied students. Cyberbullying includes many specific methods such as harassment, bottoming up, defamation, and warfare. The survey data shows that the ratio of bullies and victims in the high school stage is the most prominent in each academic stage. Therefore, attaching importance to the prevention and control of cyberbullying and helping students to stay away from cyberbullying are extremely important for high school educators.

Second, in conjunction with the relevant legal provisions and specific cases, Dr. Yao emphasized the requirement of the law on the prohibition of cyberbullying and the psychological harm of cyberbullying to students. No organization or individual is allowed to insult, defame, threaten, or maliciously damage the image of minors through the Internet in the form of text, pictures, audio and video, etc. Since cyberbullying has the characteristics of anonymity, groupness, spread, and long-lasting scarring effect, compared with traditional campus bullying and campus violence, cyberbullying may cause greater psychological harm to minors.

Last, but not least, Dr. Yao focused on school responsibilities in cyberbullying prevention and control. The related information provided the teachers more informed and educated methods while working. According to the requirements of relevant laws and regulations, the school should establish a work system for the prevention and control of student bullying, and provide education and training for teaching staff and students to prevent and control student bullying. According to the relevant national laws and regulations, schools should fulfill their obligations of prevention responsibility, suppression and handling responsibility, education and guidance responsibility. The policy formulated by the Shanghai Municipal Education Commission clarifies how families and society as a whole should work together to protect students from cyberbullying through joint efforts by students, parents, schools, and society.

SHSID has always attached utmost importance to campus safety and the physical and mental health of students. The informing lecture clarified the responsibility of the school and teachers in dealing with the problem of cyberbullying from the perspective of law and policies. SHSID hopes that with the joint efforts of school, family and society, every student will be able to have good and happy memories in high school.
